IPL 2026 – RR manager Romi Bhinder fined INR 1 lakh for using mobile phone in dugout

The BCCI’s anti-corruption unit imposed a fine of INR 1 lakh Rajasthan Royals (RR) manager Ravinder Singh Bhinder for breaching the IPL’s PMOA (Players’ and Match Officials’ Area) protocols, after he was spotted using his mobile phone in the team’s dugout area during the IPL 2026 match against Royal Challengers Bengaluru on April 10 in Guwahati.

ESPNcricinfo has learned that Bhinder, popularly known as Romi, told the ACU that the offence, in violation of Article 4.1.1 of the IPL PMOA protocols, was unintentional. Bhinder admitted the offense and offered an unconditional apology. Bhinder, who has been with RR since 2008, also apparently referred to suffering from type 2 lung failure in his answer. The ACU accepted his explanation and opted for a monetary penalty. A media statement states that he was also “warned to exercise greater care in the future and to adhere strictly to the established guidelines.”

The incident came to light when pictures of Bhinder on his phone with Vaibhav Sooryavanshi next to him were posted on social media after the match against RCB. It has since been established that Bhinder is also 15-year-old Sooryavanshi’s “local guardian” during the IPL.

On the IPL’s official website, the relevant clause regarding PMOA Protocol 2026 reads: “The team manager may use a phone in the dressing room but NOT in the dugout.”

RR are currently third in the points table, having won four out of five matches this season.
